When it comes to reducing our dependence on foreign oil, providing an alternative to skyrocketing gas prices and curbing climate change, the U.S. Senate did America a disservice this week when it fell 10 votes short of extending the Renewable Energy Tax Credit.

California is facing an estimated $500 billion infrastructure shortfall over the next 20 years. One way to get more for the money is by building libraries and fire stations, transit lines and schools the way many countries around the globe do it -- through public-private partnerships.
In public-private partnerships (P3s), governments can shift to private sector partners some of the risk for financing, designing, constructing, and sometimes operating and maintaining public improvements. Done right, the partnerships pay off in lower costs, better design, faster construction and better performance.
